A general law city, the most common type and only possibility for cities with smaller populations, has exact forms of government specified by the state, whereas a home rule city has greater freedom to establish a unique organization and is better able to make changes without seeking permission from the state. Home rule cities have flexibility in both the form of government they choose and the powers of elected officials to provide services and pass ordinances. Home rule cities are governed by unique charters approved by their residents.
