Varies. Poverty and lack of education can produce a reduced skill set, including language deficits, a smaller knowledge base, a lower sense of efficacy, fewer chances to be contacted or mobilized, and/or less disposable time to participate in activities. These disparities also surface among ethnic/racial groupings. Those who feel as if they will never be heard will hardly waste their time trying to voice their opinions, and continuing disengagement leads to even greater disparities in skills and resources apportioned to them, and high levels of frustration and political apathy.
