Although the plan has its elements ordered, you cannot write an effective MPR plan by thinking of each element in a vacuum. To properly set goals, you will need to have an understanding of the target market and the available strategies and tactics that you can employ to reach them. Without this understanding, you have no way of gauging if your objectives are in fact attainable or relevant.
