Bureaucratic oversight can be accomplished by all three federal branches. As the president officially oversees the federal bureaucracy, he or she can hire or fire most high-level authority. Given the size and scope of the bureaucracy, it is almost impossible to do this effectively. Congress can control it through the Senate’s advice and consent powers as well as the entire Congress’s legislative and oversight powers, aided by the GAO. The justificare can also rule to constrain bureaucratic action. Finally, extra-governmental actors, such as the media and public opinion can catalyze control by any of the afore-mentioned governmental branches. Student answers as to recommendations for reform will vary.
