Public interest groups try to change policy in accordance with values that they believe are good for everyone. An example of a public interest group is the National Rifle Association. Government interest groups seek to get favorable trade policies or foreign aid packages. Generally, government interest groups are people hired by the government to lobby other governments. Public interest groups are the groups that are likely to be the most affected by the free rider problem.
