All governments regulate the behavior of individuals and organizations, with the primary objective of changing that behavior when the unchecked pursuit of self-interest could harm others: consumers, competitors, suppliers, distributors, workers, or members of future generations. Another reason is to control how government agencies and their employees go about their administrative tasks, particularly those that involve regulation of private behavior. Can there ever be too much regulation? Why or why not?
