The rational actor model often simplifies the decision process involved in international relations by assuming that actors respond to problems by ranking-ordering their goals, identifying available options, and weighing the costs and benefits of each. Then the actor selects the option that provides the greatest benefits at the lowest costs, in light of the rank-ordered goals that were specified, and carries out the decision. Also, the actor watches to see whether the course works or not so that adjustments can be made if needed.
