The VAT is a tax that is levied at each stage of the production process. The tax is included in the price of the product when it is sold. As a result, the actual amount of the tax--and even that there is a tax being levied--may be largely hidden from consumers resulting in less political mobilization. In the United States many fiscal conservatives worry that the VAT’s invisibility could allow the government to expand its activities without citizens’ understanding what the true tax consequences are.
