What will be an ideal response?

Challenges identified by reports such as the 9/11 Commission report and the GAO report include lack of coordination of response, multiple and duplicative federal agencies under the Homeland Security department, lack of efficiency of investments (tendency to spend money on pork-barrel projects, overemphasis on transportation), and ineffective response to massive events (Hurricane Katrina). Other concerns relate to the extremely broad mission of Homeland Security and the challenge to coordinate all of the activities under one roof.
