Explain the concept of full employment budget.

What will be an ideal response?

Full employment budget is an aid in making decisions about the size of the deficit or surplus for which to aim. The idea is that he budget should be in balance during periods of full employment (5% unemployed). During times of higher unemployment, there would be a deficit.
