Is the Democratic Party currently a chronic minority? Why or why not?

Although the Democratic Party has not had statewide success since 1994, Democrats are not a true chronic minority given their local success, legislative success, and the changing demographics that will benefit them in the future. Democrats are very successful in local elections in many cities and counties, where they often enjoy one-party rule. Not only are Democrats able to contest most legislative seats, but they also have made gains recently in both the Texas and U.S. House elections. As the white majority continues to shrink in Texas, the changes in demographics suggest that the Democrats will at least become more competitive, if not on equal footing, with Republicans in the future.
