There are two ways to activate an alert roster: sequentially and hierarchically. A sequential roster requires that a contact person call each and every person on the roster. A hierarchical roster requires one person to call certain other people, who in turn call other people, and so on. Each approach has advantages and disadvantages. The hierarchical system is quicker, because more people are calling at the same time, but the message can become distorted as it is passed from person to person. The sequential system is more accurate, but it is also slower because a single contact person provides each responder with the message.
