When the diaphragm pushes down it distends the organs. Abdominal muscle tone provides resistance to the diaphragm, so that it can only move down so far, at which point the diaphragm levers off this resistance to expand the lower rib cage. Without the counterpressure of abdominal muscle tone, the diaphragm would continue to distend, placing a downward drag on the thorax and preventing rib expansion.
