What will be an ideal response?

Answers should identify President Kennedy as the architect of the strategy that called for U.S. capabilities and planning for small-scale “hot wars.” Answers could also discuss the spectrum of armed conflict and the desire for the United States to fight on all fronts of that scale. Answers should also identify that flexible response surfaced based on the fear of mutual assured destruction (MAD) by nuclear weapons.
