Policy formation is carried out by elected policymakers such as members of the legislature; it includes items such as legislation that provide the framework or spirit for a particular policy alternative. Administrators may be asked to contribute to this process. Policy execution is the actual implementation of the law by public administrators and requires interpretation of the policy and adherence to rule of law.
