Explain when diarrhea should be considered as a serious health hazard

Usually in well-nourished populations with access to clean water, diarrhea is short lived and may not require special attention. In some cases however, especially in malnourished communities with limited access to clean water and medical services, responses to diarrhea should be immediate. This is especially the case in children under 5, as diarrhea and resulting dehydration kill about 2 million children yearly.?
