Rational decision making, sometimes called the classic approach, holds efficiency as the highest value. Proponents of this approach argue that the goal of any activity, including governmental programs, is to get the biggest return for any investment. In essence the decision-making problem is structured as a system that processes inputs to produce outputs, and then seeks to produce the most output for a given level of inputs, or alternatively, to determine the minimum amount of inputs needed to produce a given amount of output. The rational approach defines goals, identifies alternatives, calculates the consequences, makes a decision, and starts the process over. In other words, any sensible person will choose the most rational (and efficient) route to his or her goal.
