Evaluate the arguments for and against progressive federalism

What will be an ideal response?

Answer: An ideal response will:
1. Explain how advocates of progressive federalism view the relationship between the states and the national government as both coercive and cooperative.
2. Explain that the collaborative process whereby national policy makers embrace states' efforts to address a policy issue encourages states to act as "laboratories of democracy."
3. Note that critics call progressive federalism "free-for-all-federalism" that results in a variety of state standards that are more costly than one national standard—not to mention the lobbying of state legislatures that is needed.
