Congestion management is the division of a device's buffer for storing traffic that cannot immediately be sent out on the network until bandwidth becomes available; this determines the allotted size of the buffer and the priority and sequence of release when bandwidth is available.Congestion avoidance determines the likelihood that incoming traffic will be dropped because of congestion; it flows between a minimum and maximum threshold for congestion.Once the maximum threshold is reached, there is a 100% chance that incoming packets will be dropped until the congestion clears.
