The difference between revolution and terrorism is that a revolution focuses on an end. It has a goal of overthrowing the government and fundamentally transforming society. A revolution can be either violent or peaceful. Terrorism, on the other hand, is not an end, but a means. It is political violence against civilian noncombatants. Terrorists may not always seek to overthrow a state, and their aims do not always directly target the state the way that revolutionaries do.
