After the removal of Saddam Hussain from power in Iraq, the military was disbanded, but former officeholders were not easily disbanded or disbursed. The result was the rise of ISIS and similar militant terrorist organizations. Even today, ISIS holds parts of Iraq and has proven to be illusive in halting on a localized and international level.
