The concept is that decision makers in a city will determine which projects should be built depending on how much revenue they will generate for a city. In practical terms, cities have incentives to entice and keep retail businesses that can generate sales taxes, because they keep 1% of state sales taxes generated in their jurisdictions. Auto dealerships, shopping malls, and big-box retailers like Wal-Mart are favored over low-income housing and service-based industries that could further stress city resources. In other words, decisions are made without regard to the intrinsic value of or need for a project.
