The rules went into effect in 2007 . They "require member countries to…develop…capabilities to identify and respond to public health emergencies of international concern and to take routine preventive measures at ports, airports, and border stations." It provides a list of reportable diseases, including smallpox, severe acute respiratory syndrome (SARS), and polio. Its objectives are to establish global disease surveillance systems and to overcome technical, political, resource, and legal obstacles.
