Some realist theorists believe that hegemons don’t stop expanding because the international system encourages expansion. They argue that power brings security, and therefore, conquest pays. Other theorists argue that domestic politics drive expansion. In order to serve their own narrow interests, diverse domestic groups form coalitions through logrolling and create strategic myths that justify expansion. Others argue that some types of polarity—in particular, tripolarity—encourage expansion. Finally, some argue that states can initiate preventive war if they fear that their own power will be eclipsed by a rival’s power in the future.
