An ideal response will:
1, Describe how pathways to participation are not open equally to all. People with resources, organization skills, or knowledge may have more opportunities for participation. Wealthy individuals can use litigation to get what they want because they can afford to hire an attorney.
2, Discuss how these pathways and their degree of openness depend on wealth, organization, and context. Well-organized groups such as the National Rifle Association have advantages over less well-organized groups. However, individuals can join these groups if they so choose. At various time points, violence has been used as a form of participation.
