The 2020 Census will reveal a more diverse Texas than was seen in the 2010 Census, and, as a result, there will be an increased potential for partisan gerrymandering to become unconstitutional racial gerrymandering as the Republican Party attempts to navigate the limits of partisan gerrymandering in an increasingly diverse state.
4. Minority groups overwhelmingly support the Democratic Party.
