Multiprogramming operating systems generally consume substantial system resources, as they manage multiple-user environments. Should users pay for this overhead, or should it be “absorbed” by the operating system?

Here, too, the arguments go both ways. If the overhead incurred is strictly
attributable to delivering service to that user, then it seems it should be charged
to the user. On the other hand, it may not be possible to isolate those components
of the overhead that are so attributable. Ultimately, the user will have to
pay for the overhead either directly or indirectly. It is more likely that users will
be charged at a sufficiently high rate for the resources they use to cover the
overhead and spread its impact among the user community.
