However, the liberal perspective sees NATO as a collective security arrangement that consolidates power and authority on a collective, rather than selective, basis. Regional collective security arrangements do not go away once the threat ends. Rather, they persist to provide security and other collective goods even in the absence of a geopolitical threat.
