What is an executive order and what is a reason that a president would use it?

An ideal response will:
1, Describe an executive order as a command by the president that has the force of law. They do not need Congress's approval and do not involve foreign government (as executive agreements do).
2, Describe instances when an executive order would be used. It could be used to require that a company providing goods and services to the government follow certain hiring practices. It was used by President George W. Bush to allow religious institutions to compete for federal funding.
3, Include details about the limitations of an executive order. The Supreme Court can find an executive order unconstitutional. Congress can cut off funding to weaken the order. Future presidents can overturn previous executive orders.
