What will be an ideal response?
The purpose of setting goals only in areas in which communications will make a
difference is that in doing so, it makes it possible to measure the effectiveness of the
communications program. If outcomes cannot be measured, then it would be impossible
to attribute them to the efforts of the communications programs.
