In the case of an unforeseen incident, the aim of incident response management is to ensure that the nature of the incident is understood in as timely a fashion as possible, and that the best possible response is deployed. The key to ensuring that timeliness is a well-defined and efficient incident reporting process. Proper practice requires the actual report of any new occurrence to be submitted to a single central coordinating entity for action. Central coordination is necessary because new attacks do not usually present themselves in a single neat package. Usually, a series of suspicious occurrences represents the signature of an impending attack. A single entity for analysis has to be established to ensure that all of the information, from every diverse source, is properly assembled and analyzed. Once the nature of the incident is understood, the coordinator ensures that understanding is sent to the right people for a decision about the response.
