Presidents, especially since the Reagan administration, have been working to obtain greater control over government regulation, insisting that agencies are part of the executive branch and must be accountable to the president. They do so by trying to use cost-benefit regulation and the Office of Management and Budget (OMB) review of draft regulations to curb spending in federal regulations. No agency may publish a notice of proposed rulemaking until OMB review is completed. This has become even more stringent over time.
