Students should demonstrate knowledge that universal entitlements are provided by the state to all citizens equally, regardless of any other factor(s). They should also be able to explain that some countries have a “restrictive” approach to universal entitlements, including only things such as public education, while other countries go as far as including child or family allowances among their universal entitlements.
