Answer: In Northern Europe, rates of c-section are low; this seems to be due, in part, to the belief that birth is a natural process and does not require extreme medical intervention. Poor countries, such as Africa, also have low rates because of lack of access to medical resources compared to the U.S. and other developed countries.
