Often courts arbitrate appeals from agency rules and specific decisions. At other times, they deal with suits filed against agencies to require the issuance of rules mandated or implied in statutes. Sometimes there are class-action suits or tort actions, and at other times a suit is used to compel a government agency or a corporation to do or cease doing something that affects a major public interest or group.
