Describe the Tragedy of the Commons and how it relates to public grazing plots

Tragedy of the Commons is a situation which a resource lacks property rights which results in over consumption. In the presence of public grazing plots, individuals often overgraze their animals. No individual has incentives to preserve the existing plot. If an individual did try to preserve the resource, another user would consume the resource. The best strategy for each individual is to consume as much of the plot as possible, leading to the over consumption.
