Progressive downloading downloads the entire video file, which is stored on a Web server, to the user's computer for viewing. This method is best for shorter videos that are accessed infrequently or by only a few users at the same time. With video streaming and progressive downloading, the video file is saved separately from the Flash SWF file you create to play the video. This makes it easier to change video content without having to change or republish the SWF file.

Embedded video places the entire video in the Flash document, similar to the way that bitmaps are imported and become part of the document. When you publish the Flash file, the video is published as part of the SWF file and can significantly increase the size of the published file. Embedding video is recommended only when you are targeting site visitors with slow Internet connections or visitors using older versions of Flash Player, or when the video clip is fewer than 10 seconds in length. Embedded video must be in the FLV format, not in the F4V format.
