Why is it fair to state that even though not all revolutions are violent, they all involve extra-legal political activity?

The answer should explain that regardless of whether a revolution is violent or nonviolent, because it seeks to replace the current regime with a different regime, it necessarily violates the laws, rules, and regulations of the current regime. Therefore, its activities and objectives are extralegal by definition.
