objectives: for countries like Iran, the NPT creates guarantees to technology and
requires transparency of nuclear activities and scientific development. For the five
signatory countries that have publicly declared they possess nuclear weapons, the
United Kingdom, France, Russia, China, and the United States, the NPT creates
obligations to transfer technology.
