The thrashing might be a temporary phenomenon, so the operating system may wish
to give the system a chance to settle down on its own before taking action. Once the operating
system decides to act, it might take any number of measures, including disallowing new
processes to be initiated, suspending currently active processes, suspending or degrading service
to low-priority processes, and so on.
