Effectiveness is the ability of a person to achieve a desired goal by using a system, while efficiency is a measure of how quickly a person can achieve a desired goal. If a system is not effective, it means that people cannot achieve their goals. If they cannot achieve their goal at all, it does not make sense to talk about how quickly they can achieve their goal. So a system cannot be efficient without being effective
