1, Explain that the president exercises oversight through political appointees at the top levels of each agency; sanctions can be applied by supervisors within the agency through performance evaluations that affect bonuses, promotions, and job assignments.
2, Note that Congress is authorized to gather information about and direct agencies' work and also controls each agency's budget; Congress can summon officials to testify at congressional hearings and can publicize problems when agencies are not performing well, as well as controlling their funds.
3, Discuss how judicial oversight comes into play when individuals and interest groups file lawsuits claiming that agencies are not implementing laws properly or are not following proper procedures in creating regulations; agency decisions can also be appealed to the federal courts.
