What is suasion? Why is it used as a tool of government?

Suasion is an attempt by government to convince citizens to act in a certain way. It is an effective instrument as long as citizens believe that government is a legitimate expression of their interest. It used as an attempt to influence society when other instruments fail. Government officials can speak in the name of the public interest (moral argument) and make those who oppose them appear unpatriotic and selfish.
