Collective security agreements improve the security of member states in three ways. First, the collective security institution provides a forum for multilateral diplomacy and negotiation to promote understanding and communication and to resolve conflicts and disagreements before they escalate to more serious levels. It establishes norms, rules, and procedures that stress peaceful conflict resolution. Second, the threat of collective action should deter most potential aggressors, who should calculate that the promise of an overwhelming response by the community would negate the potential benefits of any attack. Third, in those instances in which the collective security regime fails to resolve the issue or deter the potential attacker, the pooling of might in response (often, but not necessarily always, military) should be sufficient to defeat and punish the attacker and defend the victim. This demonstration should, in itself, provide important signals and lessons to future potential attackers.
