What did the former British Prime Minister Winston Churchill mean when he said,"Democracy is the worst form of government, except for all those other forms that have been tried from time to time"?

Churchill meant that all of the other forms of governments suffer from the same problems as democracy, but only more acutely. Democracy may not be fully representative of voter preferences, but monarchy and dictatorship are far less representative. Corruption is not confined to democratic governments and, by all accounts, is a much more severe problem when democracy malfunctions or when the form of government is not democratic. Even though democracies sometimes fail to take decisive action in response to crises, there is no evidence that other forms of governments do better.
