There are two places where we begin to see connectivity in closed systems. In many SCADA systems, it is very convenient to use public wireless networks to connect RTUs, and, in some cases, we connect SCADA servers to the Internet to provide intranet access. The biggest single line of defense for these two scenarios are virtual private network connections. It's impossible to find any form of SCADA/ICS that doesn't use a VPN in the cases where it must be open to the public Internet.
