Even though the government pursues the median position, those people who believe the government should pursue more extreme action (either greater or lesser) will be dissatisfied in the choice of government action. While they prefer the median decision relative to the extreme opposite position, they still would believe that the government should take more extreme action.
To have their preferences better reflected in government, some people will ‘vote with their feet’ and move to districts whose median preferences are closer to their own. This may involve moving to districts that have better school systems, lower taxes, or more government services.
