Answers should discuss how each president prefers different advisers and staffers to play roles in foreign policy making. Answers should also discuss how the president is an institution rather than a single actor. A variety of agencies, councils, institutions, and actors could be mentioned in answers; answers should definitely include the national security adviser, the secretaries of defense and state, and the secretary of homeland security.
