What relationship exists between management by objectives (MBO) and goal setting theory?

Goal-setting theory addresses the issue of the marked differences in productivity and achievement of those who set goals compared to those who don't. Research is clear that specific and challenging goals lead to greater productivity. The major area of disagreement between goal-setting theory and MBO is that the goal-setting theory does not take into account the question of who is setting the goal and what is the ultimate purpose of the goal? MBO would contend that in order for goal-setting theory to be truly effective, the individual must be involved in the process of setting the goals. If the individual is not intrinsically motivated, the goal or reward becomes coercive and the target can actually lower production due to low motivation.
