How do you prevent booting from a USB thumb drive?

The problem with this is that the USB thumb drive can be plugged into a networked computer and the computer rebooted so that it then boots the operating system from the thumb drive and takes control of the computer. To prevent this the system BIOS must be configured to prevent booting from a removable device and must also have its boot password enabled to prevent anyone but IT personnel from entering BIOS to make changes.
